Guo Xinli, born in 1960 at Beijing, used to be the Assistant Counsel of Office of Academic Degrees Committee of the State Council, Deputy Director of Office of Project 211, Ministry of Education and Executive Vice-director of Office of Project 985, Ministry of Education. His responsibilities included Project 211, key disciplines, graduate schools, building of world-class universities and high-level universities. Nov. 2006, he was appointed Deputy Director, Office of Academic Degrees Committee of the State Council and Deputy Director-general, Department of Graduate Education, Ministry of Education of the People's Republic of China.
